If your humidity controlled fan has a pull cord, it is also possible that somebody has pulled the cord to the override position, in which case the fan will run continuously until switched back to the sensor mode. Some but not all fans with a pull cord will have a neon light to indicate when the fan has been pulled to override.
If your home has air quality issues, it may be lacking one of these systems. The easiest system to install and maintain is a continuous running bath fan.
Check that the manual FAN ON switch at the fan limit switch in the furnace or air handler is not in manual ON position. See FAN LIMIT SWITCH for details. Check the furnace primary controller to see if the "reset" button on the control (or on the burner motor) has popped out - you can try pressing the switch in ONCE but don't keep pressing it as doing so is unsafe.
Your fan switch is shot. You can get replacement switches at big box stores. It is probably not a light switch or else the fan would simply turn on/off rather than what you see - slow/fast with no off. Five bucks and a half hour and you will be fine.

Make sure it is not tripped off. If so reset the circuit breaker. The Switch. Is the fan switch working, does voltage go in and back out of the switch, if not the switch needs to be replaced. Exhaust Fan. Does the fan motor spin freely. Due to the air passageway the fan motor assembly can get very dirty and require cleaning.
